If Bubbly Basin will not let you place anything across a broad early area, the strongest current player evidence points to a progression lock: keep completing the local requests until the area reaches Environment Level 3. That level number is a community report, not an official Nintendo rule. If only one small plot rejects an item, the cause may instead be a location reserved for a story building. If the preview turns red in an otherwise usable area, descend until the character is settled on the floor; underwater hovering can leave the placement target above the surface.
Start with the shape of the failure
Treat the symptom as a diagnostic clue. A restriction covering most of the first buildable space is different from a single blocked square, and both are different from an item preview that changes between red and valid as the character moves vertically. Do not spend materials or reinstall the expansion until you identify which pattern you have.
- Nothing places across the early area: continue the local Bubbly Basin quest line. Players report that broad building access opens around local Environment Level 3.
- One particular plot stays blocked: leave it clear and test an ordinary floor tile elsewhere. A current GameFAQs community discussion reports at least one site is reserved for a later story structure.
- The preview is red on normal ground: move all the way down and let the character settle before placing. Players report that being slightly above the seabed can invalidate the target.
What Nintendo confirms, and what it does not
Nintendo explicitly says the Dive ability enables extended underwater movement and that players can plant and build underwater in Bubbly Basin. That rules out the idea that underwater building is universally unsupported. Nintendo does not currently publish a placement-error chart, an Environment Level 3 unlock rule, or a map of story-reserved plots in the official pages reviewed for this guide.
The level threshold, reserved-plot explanation, and hovering workaround therefore remain community reports. They are useful because they describe different reproducible symptoms, but they should not be merged into one universal fix. Test the least disruptive explanation first: settle on the floor, move to a clearly ordinary tile, and then advance the local requests if the lock remains broad.
Confirm that the correct expansion version is active
If you cannot enter Bubbly Basin at all, this is not yet a placement problem. The base game, the paid Expansion Pass content, and the applicable Ver. 2.0 update must be available to the account and console. Nintendo lists separate story prerequisites as well: finish the Important Request “Raise the environment level!” at Bleak Beach, have Surf plus enough jumping ability to learn Dive, learn Dive, and then approach the underwater gate.
Regional information is inconsistent as of this verification date. Nintendo material for Singapore, Hong Kong, and the UK describes the content as available in August, while US support still uses scheduled-August wording and some regional storefront metadata displays October 31, 2026. A player in one region having access does not prove that another account should. Check the version number and downloadable-content status on the actual console before treating a missing quest or gate as a gameplay bug.
